Wanted :

SARS is looking for a highly skilled, experienced Construction/Infrastructure Senior Specialist that will be deployed on a 9 months contractual basis. The incumbent must be registered with the Project and Construction Professions Management Act 48 of 2000 with proven experience in contract types used in government Projects e.g. JBCC and FIDIC Yellow book. He/She must possess sound supervision and management skills of project that include  Civil, Structural, Electrical, Fire, and Mechanical engineering construction works. The incumbent will operate within the approved SARS EMPO Methodology and will be expected to impart skills to internal project managers during the duration of the contract.

  • Manage, co-ordinate, expedite the preparation by the design consultants of all as-built drawings, and design documentation.
  • Manage and expedite the procurement of all operating and maintenance manuals as well as all warrantees, guarantees and all statutory compliance certificates and documentation.
  • Manage the finalization of the Health and Safety File for submission to SARS.
  • Co-ordinate, monitor and manage the rectification of defects during the Defects Liability Period.
  • Manage, co-ordinate and expedite the preparation and agreement of the final account by the cost consultants with the relevant contractors.
  • Formulate the tactical strategy and associated delivery plans for integrating, co-ordinating, managing and implementing business unit initiatives.
  • Act as bottom-line drivers of best operating practices for managing PMO General Portfolio to required quality standards.
  • Define and balance the best way to achieve business tactical intention through process, people and task determination for the delivery of programmes.
  • Develop and own practice to monitor and report on progress, relevant issues and risks impacting deliverables and take corrective action where necessary.
  • Oversee the practice of managing programmes of higher complexity and extended scope, multiple programmes or large projects.
  • Oversee practice to identify, assess and manage risks to the success of the programme, including the provision, escalation and use of contingency plans.
  • Develop and own practice to manage the change control procedure to gain agreement from project sponsors and owners for revision to the programme.
  • Develop tactical strategy and delivery plans in support of functional objectives in partnership with leadership.
  • Direct, control, coordinate and optimise budgeted resources to meet specific objectives and deliver agreed results and productivity requirements.
  • Ensure the development and implementation of multiple practices in alignment with operational policy and procedural frameworks.
  • Identify and recommend opportunities to continuously improve all functions and systems in line with national, regional and organisational changes.
  • Plan for handling work outputs, pull together interdependent activities & specify priorities, standards & procedures to ensure tactical excellence.
