Key Performance Areas / Principal Accountabilities

The key performance areas include, but are not limited to the following:
1. Design and management of Access and Egress Control
Search vehicles in line with NECSA standards and Nuclear Act (ensuring that no prohibited/undeclared items and substances gain access or exit NECSA premises)
Deploy security officers at all Necsa gates and ensure strict adherence to posts to ensure smooth access and Egress control.
Control Access and Egress operations at all Necsa gates (includes visitors procedures and escort procedure) – Prevention systems
Manage Security at reception area, receptions and visitors access control including VIP and international visitors.
Develop access control procedure and work instructions.

2. Management and Monitoring of Security Surveillance Systems and Equipment
Manage Security Control Centre and its resources. Ensure that the Electronic Security Systems are fully functioning, e.g. cameras (CCTV), electric fencing, gates, lighting, access points, computer systems, radiation monitors etc.) – Detection systems.
Conduct quarterly Security Systems Audits and maintenance records.
Control Firearms including ammunition in accordance with NECSA regulations and relevant legislations and been responsible person for Necsa security service in terms of firearm control Act.
Manage physical security assets (including Fleet management, Firearm in terms of firearm control Act as responsible person and all security service fixed assets as responsible person).
3. Management of Physical Security Operations
Coordination and Management of Shifts in terms of staffing, deployment, quality of work, work discipline, staff availability (leave and sick leave), overtime management.
Manage Nuclear Security operations at the Critical facilities.
Design and management of Transport Security.
Develop Physical security procedures, processes, work instructions and guidelines.
Management performance of all Physical security operations staff.

4. Management of Patrols and Response to all Security incidents
Ensure effective and efficient patrols and deployment of security officers at Necsa premises, critical facilities and parameter fence.
Capacitate (training), resource and ensure optimal functioning of NECSA’s Reaction force known as the Tactical Support Unit (TSU)
Coordination of external response force (e.g. Police, Military and other law enforcement agencies – Response systems
Prepare a Contingency plan in anticipation of unforeseen incidents.

5. Management of Security Service Provider and Compliance with Relevant Security Standards

Manage Private Security Providers;
Comply with the National Key Point Act and associated regulations;
Comply with SHEQ, the Nuclear Act, NNR Act including IAEA regulatory standards;
Structured internal and external (NKP, NNR, IAEA) Security audits to establish compliance with set regulations and standards;
Liaison with NKP, Security Advisory services (SSA & SAPS);
Ensure the Training of security personnel to meet NKP standards (e.g. shooting); and
Inculcate a culture of Security within the Group.
