Job Specification…

The Determined, Resilient, Empowered, Aids-free, Mentored and Safe (DREAMS) programme provides a comprehensive package of core interventions to address key factors that make adolescent girls and young women (AGYW) particularly vulnerable to HIV. These include structural factors, such as gender-based violence, exclusion from economic opportunities, and a lack of access to secondary school. DREAMS layers multiple interventions at once so that AGYW are surrounded with critical support to keep them safe from HIV and other risks.
The Programme Officer position will support and deliver on NACOSA’s USAID funded Community-based Violence Prevention and Linkages to Response in SA Programme. This HIV and GBV Prevention Programme focuses on delivering both evidence-based group interventions to AGYW and adolescent boys (aged 15-24 years), as well as services to survivors of sexual violence (females aged 10-24 years). The grant is implemented in seven provinces, and is reporting to the Chief of Party.
The key performance areas of the role are:
•Participation in developing district DREAMS implementation plans to support effective implementation of DREAMS activities at provincial and district level; namely in Gauteng in the City of Johannesburg and Sedibeng districts
•Where needed, lead in the appointment, supervision and management of suitable staff to implement the group-based interventions.
•Lead in the supervision and monitoring implementation of two group-based interventions namely; Stepping Stones and IMpower and ensure target attainment.
•Conduct stakeholder and safe space mapping; execute community-based demand creation, mobilization and awareness raising activities and facilitate community engagements
•Network with, and build strategic alliances and relationships with key provincial and district DREAMS partners to ensure layering of services for DREAMS AGYW.
•Develop Standard Operating Procedures (SOPs) and referral pathways for successful linkages for DREAMS AGYW to health, education and social support services.
•Monitor the implementation of SOPs and ensure tracking of the success of the DREAMS layering approach.
•Provide continuous quality assessment and improvement strategies wrt the delivery of IMpower and Stepping Stones.
•Prepare weekly, monthly, quarterly and annual target monitoring and narrative progress reports.
•Document challenges, best practices and success stories in the implementation of DREAMS activities.
•Facilitate DREAMS related trainings and workshops as required.
•Participate actively in Provincial and District Technical Meetings and Working Groups related to DREAMS.

Minimum Requirements…

•Bachelor degree or equivalent in Social Science/Public Health or related discipline.
•Minimum of 3 years specific HIV prevention related work experience in the health and social development sectors, and preferably in the field of OVC, AGYW and/or survivors of sexual violence
•Experience in programme planning, implementation, management and M&E
•Knowledge about: HIV prevention, sexual and reproductive health; HIV Testing Services; GBV programming; evidence-informed and rights-based programming for survivors of GBV, particularly for adolescent girls and young women.
•Excellent communications skills in English, including the ability to guide implementers on the programme.
•Must be analytically minded and have excellent writing skills, including the ability to compile insightful and user-friendly reports.
•Excellent computer skills (Word, Excel, PowerPoint) with experience of web-based data systems
•Must be highly organized, deadline driven and efficient with planning skills and a proactive and positive approach.
•Ability to work well in a team environment, and to coordinate multiple inputs to tight deadlines, with a variety of internal and external stakeholders.

•To contribute best practice and lessons to funders on a quarterly basis.
•Use lessons from the field to inform program implementation.

•Knowledge about: HIV prevention, sexual and reproductive health; child protection, Gender Based Violence, HIV Testing Services; evidence-informed, access to schooling and rights-based programming; the relevant national policies and guidelines pertaining to OVC services.
•Excellent communications skills in English including the ability to guide implementers and service providers on the programme. The ability to converse in Afrikaans and Xhosa will be an advantage.
•Must be analytically minded and have excellent writing skills, including the ability to compile insightful and user-friendly reports.
