Key Responsibility Areas
Manage organisation-wide continuous and security audits.
Implements the rolling audit coverage (three year rolling audit coverage plans) programme
within the area of responsibility to obtain the optimum level of assurance Council-wide.
Implements projects aligned with the combined assurance programme, within the area of
responsibility.
Assist Council to co-ordinate efforts executed within area of responsibility, ensuring clean
governance and governance and administration.
Manage the provision of information and support to committees from area of responsibility i.e.
MPACC, Riskcom, Council EXCO and Portfolio Committee, as well as the Office of the City
Manager.
Provide input to an Audit Methodology / Procedural Manual, with specific reference to
continuous and security auditing specialisation, as compulsory guidance in ensuring consistent
implementation of the audit process in line with standards.
Conduct forward planning and the defining of functional objectives of the functionalitys intent
and deliverables espoused on the Concil-wide strategic framework.
Determine productive outcomes associated with utilisation and performance of personnel
within the area of responsibility.
Oversee and guide productive outcomes associated with utilisation and performance of
resources within the area of responsibility.
Disseminates functional and operational information on the immediate, short and long term
objectives and current applications and constraints.
Plan and prepare capital and operating stimates for the area of responsibility and controlling
expenditure against the approved budget allocations.
Manages the administrative and reporting requirements associated with the key performance
and result indicators of the area of responsibility.
Builds knowledge management systems (continuity and business recovery process) of the
continuous and security remit of Internal Audit.

Essential Requirements
Relevant Bachelors Degree (NQF Level 7) with Internal Auditing and Finance as Majors. Valid motor vehicle driving license.
6 Years relevant experience.

Job Purpose
To manage the Branch responsible for the continuous monitoring, control and operation of the High
Voltage Network of eThekwini Electricity.

Key Responsibility Areas
Accepts responsibility for the safe and effective control of the High Voltage system, being the
supply networks at voltage levels from 275 000 Volts down to 33 000 Volts and including the
11 000 Volt and 6 600 Volt outgoing circuits at substations with a primary voltage in the High
Voltage system range.
To manage and monitor the immediate and short term demands on the HV system to
determine the most cost effective, secure and safe method of operating and to monitor and
report on quality of supply (QOS) throughout the HV system and to ensure that QOS meets
contractual and regulatory limits.
Determines and implements the strategy for substation monitoring, data acquisition and control
and computerised presentation of electrical network layout.
Determine and implements the strategy for substation security and access control.
Ensures expected outcomes associated with productivity and performance of personnel in the
branch.
Creates a safe working environment.
Prepares capital and operating estimates for the Branch and approves and controls
operational and project related expenditure against the budget allocations.
Manages the formulation of specific contracts and tender documents and controls contractual
obligations.
Ensure service delivery to all customers connected to the High Voltage network.
Co-ordinates specific administrative and reporting requirements associated with the key
performance and result indicators of the functionality.
Disseminates strategic, functional and operational information on the immediate, short and
long term objectives and current developments, problems and constraints.
Undertakes related duties.

Minimum Requirements…

Essential Requirements
Relevant tertiary qualification in Electrical Engineering (NQF Level 8). Registered as a
Professional Engineer with the Engineering Council of South Africa
Valid motor vehicle drivers license (Code 8).
6 years relevant experience of which 5 years must be post registration experience

Preferred Requirements
Registered as a Professional Engineer (Electrical) and a relevant management qualification.
• 7 Years relevant experience, with 5 years post registration relevant to the electricity distribution
or transmission industry.
